The second is an advisory about what to do when the Form N, Disability Exception for Citizenship(N-648) — Themed The disability waiver can be waived at any time during the naturalization process, but there are restrictions.  The waiver may be denied if an applicant shows “clear and convincing evidence” the disability was actually caused by, or was aggravated by, a prior disability. The  waiver cannot be provided to applicants with chronic medical conditions, such as diabetes, or to those who show evidence of past illnesses (such as cancer) in a  presence that undermines the applicant's ability to support an application for naturalization. In general, the decision of the naturalizing authority should depend upon an assessor's judgment about what constitutes the “unmitigated burden” for a naturalization benefit. In the case of the medical  exception, the applicant must be able to explain the history of the illness in detail, and the reason for not having been able to support or care for a  relative and spouse, for a period of at least five years prior to the naturalization ceremony, unless the applicant demonstrates, by clear and convincing evidence, that the previous illness was the direct result of a physical or mental disability. A medical certification for a disability exception was required for applicants for citizenship, and the requirement no longer exists. However, the form is still available for use. To complete these forms, fill out the form as provided, then attach a certificate of medical certification stating the name, disability, and date of birth of each applicant in a copy, or electronic copy (see below), that a medical office has issued or will issue to an applicant, including documentation of previous disability.
